VOTING: Ayes - 5; Nays - 0. STATE OF NORTH CAROLINA, DEPARTMENT OF TRANSPORTATION, SECONDARY ROADS DIVISION, PROPOSED 1986- 87 SECONDARY ROAD IMPROVEMENT PROGRAM: Mr. Harry Robertson, member of the N. C. Board of Transpor- tation; Mr. T. G. Brooks, Assistant Division Engineer; and J. M. Rand, District Engineer; came before the board in reference to the state's proposed plan for 1986-87. Mr. Robertson discussed the plan with the board. Persons present who asked questions are as follows: Commissioner Mills made reference to the previous board going on record limiting the paving participation to 50% of the total state funds, which allows more funding for the priority system roads. Comments were made by Mr. Robertson regarding the paving participation program. The cost is now $8 per lineal foot. Chairman Hedrick inquired about the bridge construction at the intersection of U. S. 21 North and I-77. Mr. Brooks responded that it would be bid in November of this year. Mr. Brooks also said the Buffalo Shoals Road bridge was to be bid in June 1987. Commissioner Stewart asked questions about the Sharon School Road Bridge. Mr. Brooks said there was some talk about dismantling it because of the estimated cost ($.5 million) for repairs. Buford Howard - asked when Eastport Trail (SR 1224) would be paved. It is on the paving participation paving for this year. Chairman Hedrick inquired about Greenbriar Road. The state officials said it is being widened this year. Woody Woodward - made comments about the paving participation program. He said he thought priority was given those who had the ability to pay. Mr. Robertson responded to this comment. Mel Bruner - asked questions about paving participation. Buford Howard - inquired again when, on the list for the upcoming fiscal year, would his road (SR 1224) be paved. Mr. Robertson answered his question. MOTION from Chairman Hedrick to adjourn the public hearing to regular session. VOTING: Ayes - 5; Nays - 0. APPROVAL OF SECONDARY ROAD PROGRAM - FY 1986-87: MOTION from Commissioner Stewart to approve the proposed secondary road program for Fy 1986-87 as presented. VOTING: Ayes - 4; Nays - 1 (Mills).
